HELP ! WHY DOES MY CELLAR KEEPS FLOODING IN HEAVY RAIN?

I LIVE IN A VERY OLD HOUSE, THERE IS A UNDERGROUND STREAM /RIVER WITHIN 50 METERS OF MY PROPERTY I ALSO HAVE SOME OLD DRAINS AT THE BACK OF THE HOUSE NEAR THE CELLAR.I HAVE LIVED HERE FOR ALMOST FIVE YEARS WITHOUT ANY PROBLEMS AT ALL.THIS IS THE SECOND TIME IN 4 MONTHS THAT MY CELLAR HAS STARTED TO FLOOD, MY NEIGHBORS CELLARS ARE NOT AFFECTED.IS IT THE RIVER OR THE DRAINS ?OBVIOUSLY THE DAMP PROOF LAYER HAS FAILED.HOW DO I PUT IT RIGHT AND HOW LONG CAN I PUT OF FIXING IT AS I AM NOT AT ALL FLUSH AT THE MOMENT.WILL IT CAUSE STRUCTURAL DAMAGE TO THE FOUNDATIONS IF LEFT.PLEASE ADVISE
