What are some solutions for a wet yard & basement due to new land development?

My parents’ home is on the most level part of the street/hill. The woods behind their street was removed to build houses and condos leaving very few trees. The land behind is slightly higher than my parents. The developers built a hill between the next door neighbors and the new home behind it because they removed ALL the trees there. During the building process the builders were removing water from the area via pumps day and night. Now that people have begun moving in we believe they are using sump pumps.

My parents back yard is very wet now, the front is slighlty wet, the driveway is a sheet of ice and the half basement is now also “flooding”.

My mom is going to try to call the developers (I doubt they’ll help) but my father is in the hospital so that’s not first on her mind and we really don’t need this right now. My sister made a few calls and the only suggestion was a sump pump for about $5,000.

Any suggestions for some short, medium and long term solutions to this growing problem would be great!
Their home is 33 years old and no problems until the developed the land behind them.
