What is the easiest way to remove stumps and roots from a lawn?

We had two trees cut down two years ago, and the stump is still there. We live in a townhouse and the tree was so overgrown and never taken care of, the roots are all over above the ground. The biggest root is about 4 feet long and 12 inches wide. The stump itself is about 20 inches diameter. There were also shrubs that where cut and there are also smaller stumps and roots, about 3 inches diameter and 2 feet long above ground. Landscaping is super expensive. I wanted to know if there is an alternative to removing anything, no matter how small. I recently bought a liquid stump remover- do those work?
Also, we bought a chain saw but planning on returning it since it mihgt be dangerous used so close to the ground.
