What type of plants are these?

We just purchased our first home and it has these big plants in the front,(not the potted plants) what are they, do they bloom and should I keep them or tear them out? This picture was taking during the summer by the owners
ooops i forgot to add the picture..here it is

also the owner cut them down, will they re grow?
we live in Oklahoma, and yes Im talking aobut the taller green “lumps” in the front of the house
